Johor travels around, doing what's necessary to keep the small flame of hope and the "substance of we feeling" from flickering out forever, encouraging and leading the people by example. He carries "the Signature" and is protected from the worst effects of Shammat's influence while he is on Shikasta but just being in this awful place is nearly more than even he can bear. This is the sad song of a miserable agent of good.
